The Village Board ultimately approved both the land use amendment and the rezoning. At that meeting, the Plan Commission recommended the Village Board adopt an Ordinance amending the Land Use Amendment with a 5-2 vote and recommended the Village Board rezone the subject lands from the C-4 Suburban Retail Business to the RM-2 Multifamily Residential Zoning District with a 5-2 vote. The Plan Commission reviewed an associated comprehensive plan land use amendment and rezoning at its Decemmeeting. The buildings themselves were spread out over the western 3/4 of the site, with the eastern 1/4 of the site utilized for passive pedestrian use. The developer submitted a residential concept, consisting of 20 six-unit buildings with an additional building to be utilized as a leasing office and maintenance facility and presented the concept to the Plan Commission at its Octomeeting. For the last 25 years as this corridor has developed, this vision has remained unchanged, however grocery stores have not been interested in the parcel, and without an anchor, the 28 acres have remained undeveloped.

The commercial lands were always envisioned to contain neighborhood commercial services, consisting of a grocery store anchored development with smaller restaurants and services. This plan ultimately revolved around multi-family development along Silver Spring Drive, approximately 30 acres of commercial development on the Southeast corner of Silver Spring Drive and Marcy Roads, and the remaining portions developed with single family homes.īy 1997 the Village Land Plan was amended to classify 28 acres of land on the Southeast corner of Silver Spring Drive and Marcy Roads for Commercial Development. With such large land holdings, the property owner worked with the Village on a conceptual development containing single family, multi-family and commercial land uses. At that time Fiduciary Development affiliates owned, or controlled, over 300 acres of land on the South side of Silver Spring Drive - between Pilgrim and Marcy Roads. The subject 28 acre parcel was master planned for a neighborhood commercial area in the mid 1990's.
